Professional Bio
Carol is a talented collaborator, a capability developed while working within high visibility mission-driven organizations. Following a career focused on strategy development, operations planning, and implementation leadership in the public and private sectors, Carol established Frame The Discussion LLC to equip leaders and teams with skills to collaboratively formulate, integrate, implement, and accelerate positive change. Throughout her career Carol has engaged colleagues in critical discussions to understand shifts in the operating environment and to spur organizational innovation.
Previously Carol led strategy formulation and execution for the U.S. Department of Homeland Security (DHS) Office of Biometric Identity Management (OBIM) across multi-year timeframes. Carol’s leadership experience includes civilian service with the United States Army Training and Doctrine Command (TRADOC) conducting multi-year construction planning and programming. Earlier, as Deputy Director for Plans and Policy at Joint Task Force Civil Support, she oversaw deliberate and crisis planning for Department of Defense consequence management operations. Carol has experience in manufacturing supply chain management, Fortune 500 quality systems instruction, and began her career on active-duty leading construction and earthmoving projects with the Army Engineer Corps in the 62nd Engineer Battalion (Combat) (Heavy).
Carol is a licensed Professional Engineer and a certified Project Management Professional. She holds a Bachelor of Science in Civil Engineering from Northeastern University and a Master of Science in Industrial Administration from Carnegie Mellon’s Graduate School of Industrial Administration (now Tepper Business School). She is a graduate of the Army Civilian Education System Advanced Course, Harvard Business School’s General Management Program, and the Center for Homeland Security and Defense (CHDS) Executive Leaders’ Program at the Naval Postgraduate School.
